| Sort of Jack the ripper type deal but the reports are what cause UNIT to come out, taking over from the standard police.
Maybe The Doctor and Lisa come in as it has one organ left to go, they must stop it before it is complete and sends a signal to possibly other Cybermen? | |

Now all you would have to do is put the location somewhere creepy, either an abandoned building or something dark. Cyberman is taking them out one by one to upgrade itself, if you really wanted to get dark | |
