Family: Unknown human mother. Granddaughter: Susan. Other than that, we know little about his family background.
Personality: The War Doctor is one of the darkest Doctors, and has had much blood on his hands, all in service of the Time Lords. On the outside, he is steely, stoic, and distrusts everyone, especially those that remind him of his former life. But on the inside he is still the same Doctor spirit - somewhat whimsical ("Anybody lose a fez?"), always clever, loving the TARDIS deeply, forever regretful of those he cannot save. He always tries to hide it, but it always manages to surface in little ways.
Strengths: Brilliant, a dedicated soldier, nerves of steel, does whatever needs to be done no matter what the cost.
Weakness: Little sense of humor, critical of most people, unfriendly, and is nearly merciless.

History:
The War Doctor was born in the shadow of the looming Time War, a conflict of blood and metal between the Time Lords and the Daleks. After watching a young pilot, Cass, refuse to be saved by any Time Lord due to the damage they were causing to the universe, the Eighth Doctor decided he had to take a stand and, with the help of the Sisters of Karn, chose to regenerate into a warrior - the War Doctor, who fought to free Gallifrey and defeat the Daleks, whatever the cost to his own morality.
(It will be here from which I'm roleplaying, pre-Day of the Doctor, but...)At the Fall of Arcadia, Gallifrey's second-most-important city, the War Doctor blasted the words NO MORE into stone with a gun and raided the Gallifreyan weapons archive, stealing the Moment, a terrible weapon that could obliterate both the Time Lords and Daleks completely - and end the war for good. Fortunately or unfortunately, the Moment had developed a conscience. Its interface took on the form of the Bad Wolf form of Rose Tyler and showed the War Doctor his future if he were to use this weapon, a temporal fold transporting him to Elizabethan England, where he met Ten and Eleven.
After stopping Kate Stewart from destroying London to foil a Zygon plot, the three of them figured out how to save Gallifrey: with the help of past, present, and future incarnations, the Doctors froze the planet in a moment in time, hiding it from the rest of the universe.
The War Doctor departed from Ten and Eleven in peace and regenerated into Nine, as he was "wearing a bit thin". This also brought on amnesia of the fact that he had saved Gallifrey, leaving his future incarnations to still believe he was the Last of the Time Lords.
