Family: Orphaned at the age of 7. Taken in by a street gang who raised him until he left at 16.
Personality: Rebellious and energetic he thrives to be different. And while his wit usually keeps him from doing something too stupid he occasionally likes to see how chaotic things can get. Enigmatic and according to most, insane he will do things he probably shouldn’t in most circumstances just to see what will happen. Sticking to a personal moral code, though, he knows when to be serious. He refuses to watch people suffer and will do whatever it takes to make things right. He doesn’t believe that the law and right always overlap and when they don’t he has no problems stepping outside the law. Also he is a vegetarian.
Strengths:Can pilot pretty much anything with an engine, and some things without one. What he severely lacks in strength he makes up for with cunning.
Weakness: He can’t bear to see innocent people suffer and will sacrifice too much to interfere. He is very physically weak. Likes: Likes flying, and spending time in good company. Despite his total lack of physical strength he loves fighting and can take a punch.
Dislikes: He dislikes dogs, cats, and other mundane house pets. He has social anxiety and for that reason isn’t fond with interaction with new people.
Dream: He just wants to live for the thrill of living and maybe help some people along the way.
History: Quinn Jay was born in the year five billion two hundred thirty seven. (Around two hundred years after the events of gridlock, when new earth had re-established civilization above ground. Quinn Jay was orphaned at the age of seven years old by a freak accident at the factory that employed his parents. He was picked up by a local mob family involved with intergalactic organized crime. They took him in and treated him like family. For years he did small odds and ends jobs for them, nothing too dangerous for a kid, but he did receive quite a few beatings. At the age of thirteen he was officially accepted into the family as a member and was branded with a symbol meaning thief, as was customary. While it seems obscure to outsiders, in the family it’s considered quite the honor. He worked his quickly up the ranks in the next few years, showing extreme promise. By the time he was sixteen his name was known both in the family and outside. Stores gave him a discount, restaurants always had a table for him and if they didn’t they made one real quick. Even though he had everything he should want something felt like he was missing something. He told the Don that he wanted to fly around the universe, and after a discussion they came to an agreement. If Quinn occasionally smuggled more delicate, important cargo for them, the kind of thing you wouldn’t entrust to your run of the mill scumbag, he would give him his blessing. He left, still a part of the family, on a shuttle the next week. After exploring the universe for a little bit he was called upon by the family to move some goods. Not owning a ship and not having the proper money to purchase one he transported the goods on a public transport shuttle, unknown to the family. He did this in secrecy until he could afford his own ship with the money he had received. Unable to make an honest living, he makes money way he can which these days is mostly stealing and smuggling. He began referring to himself as the Liberator and used it as an alias to avoid complications with the law in the future. However, mostly through accident, the name Liberator became associated with his good deeds rather than his bad ones.

The Doctor is stuck under a flickering streetlamp, you are on the opposite side of the street. It's midnight, no moon or stars, the only lights around are the lamp the Doctor is under, and the light in front of a closed store you stand under.
The only way to the Doctor is to cross the dark street, easy, right? Wrong. This planet is well-known for being infested with Vashta Nerada. Any shadow anywhere could be infested with them. You have a small pack on your back with several items in it that you could use to get to him. Quinn wakes up on cold cement shrouded in the light from a street lamp. Blinking the sleep out of his eyes he attempts to recall recent events. Looking around he spots a backpack that, admittedly, is no where near as dapper as his satchel. Having no problem with theft he looked to see what he could salvage from the backpack. Taking out a carrot he thinks it’s odd for a moment before devouring it. He hadn’t realized until that point that he was starving. Next he removed some sort of tool that look a bit like a wonky flashlight. “Don't know what this is but it looks useful.” Quincy said aloud. He quickly put it into his satchel thinking about the possible uses it may have. Next he took out a chicken leg. “Gross.” He spoke, tossing it. He was a vegetarian after all. A flashlight from the backpack found itself a comfy place in his satchel, as did a book of matches and a rubber duck that he didn’t really need but didn’t want to waste. Next he removed a raincoat and pulled it on even though it wasn’t raining. “Easier than carrying it.” He muttered. He stood up and as he was about to walk away he noticed something. The chicken leg had disappeared. He hadn’t seen any animals come and take it away, which left one suspicion and he hoped he was wrong. He pulled out the rubber duck that still had some chicken juice left on it and tossed it into the shade. And he watched as it disappeared. “Damn it! Vashta Nerada!.” He looked around and saw someone else across the street underneath another street lamp. “Maybe he could help if I could get to him.” He looked through the bag and saw what he had to work with. In a few seconds he came up with a bad solution, but a solution nonetheless. The flashlight and matches alone weren’t enough to keep him from getting chomped on. He pulled out the box of matches and struck a match examining the flame before lighting the box. Stuffing the box into the raincoat he was wearing he waited a little bit. In 30 seconds the fire had spread to the entire coat and it did not feel good, but boy was it bright. Walking across the street slowly just in case, he made his way to the other side, threw the coat off before passing out from the pain. When he woke up he was on his ship in the infirmary.

| What time period is he born in? How is he given a gallifreyan symbol? Do humans now know what Time Lords are at this point? How does he know what a sonic screwdriver is? A bit more detail in the history to get a better feel for when/where this character is raised and currently living. As well as further expanding on his knowledge of such things as i have stated above would be nice | |

| Seems just about finished, just a couple things before I approve it; what kind of freak accident did his parents die in? And since he was seven when it happened, does he still remember/miss them? Also, your RP sample was good, though as a suggestion it could be spaced out a little bit for readability.
